New-Construction Permanent Housing Programs
of the Cuyahoga County Continuum of Care

supported by the U.S. Department of Housing and Urban Development

Emerald Commons

Emerald Commons is Cuyahoga County's first new-construction, permanent, supportive housing program. The Emerald Development and Economic Network, Inc. (EDEN), a non-profit housing development organization, built the 66-unit facility that opened in late 2006. MHS provides supportive services for 52 mentally-ill program participants at this site. The AIDS Taskforce of Greater Cleveland serves 14 participants.

Liberty Commons

Liberty Commons is another new-construction, permanent, supportive housing program built by the Emerald Development and Economic Network, Inc. (EDEN). It opened 20 February 2008.  MHS provides supportive services for 47 program participants who have severe mental illnesses, many with co-occurring substance-use disorders. The Louis Stokes Cleveland VA Medical Center provides healthcare and supportive services for an additional 30 program participants.

South Pointe Commons

South Pointe Commons is a third, new-construction, permanent, supportive housing program being built by the Emerald Development and Economic Network, Inc. (EDEN). Opening in autumn 2008, this program will provide permanent housing and supportive services for 82 residents near the campus of the MetroHealth Medical Center on Cleveland's near west side. MHS will provide supportive services for 41 program participants who have severe mental illnesses, many with co-occurring substance-use disorders. The AIDS Taskforce of Greater Cleveland and the Louis Stokes Cleveland VA Medical Center will also provide specialized supportive services for some program participants.
