Administrative Overhead
How MHS compares with its peers.


MHS is an efficient organization.   Analyses by the Cuyahoga County Community Mental Health Board during the preparation of its fiscal year 2009 non-Medicaid budget revealed how efficient MHS is, in comparison with other contract agencies of the Board.

The Board calculated the percent administrative overhead for 20 agencies receiving Board funds for services. Administrative overhead (also called indirect costs) comprises "costs incurred for common or joint objectives that cannot be identified specifically with a particular project, program, or organizational activity. Facilities operation and maintenance costs, depreciation, and administrative expenses are examples of costs that are treated as indirect costs" (HHS, 2007). Organizations generally try to limit administrative overhead, in order to maximize the resources directly devoted to the activities that fulfill the organization's mission.

Presented in the table below are the Board's calculations of the percent administrative overhead for 20 contract agencies. The range in these costs was from 5.82% to 23.27%. The average was 14.41%, and the standard deviation was 5.35%.

The administrative overhead of MHS was just 7.74%, almost half the average. Only two agencies had lower percentages: Catholic Charities (6.27%), and EDEN (5.82%).

PEP:  "Agency advised may see modest growth w/closure of group homes."

Recovery Resources:  "Agency indicated that because of its high level of fundraising it is increasing their overhead."  (Not presented here are other comments about non-profit norms.)

Spectrum:  "Agency indicated that it is a small organization with high fixed costs.  Will begin to look at expenditures to reclassify from admin to direct and or non-support.  Currently working on this."
